Bias ply tires & Calcuim Chloride ballast were used back in the days when we didn't know any better or the alternatives were not practical. Todays radial tires are reasonably priced, more reliable & much more efficient than bias. If ballast is required external castiron or concrete weights on the wheels or tempory three point hitch are the way to go. Stainless steel tire valves are required with CC & reduce the problems dramaticly. I'm located just north of you in Etobicoke & also near Wingham.
