Could be a valve or it could also be a bad cylinder seal. Easy way to check is to remove the dip stick cover on the right side and have a look see to see if you see fluid movement in side with the tractor running and the lift in the up position. If you see fluid dripping or other wise moving that is the area your problem is in. The I-T FO4 manual has a good bit of info on it
