As someone who used to design, build and use electrical test equipment, I'd say their test was straightforward and consistent with standard test practices: You measure power in and power out. You don't try to measure the energy wasted through heat, etc for the obvious reason that it is wasted energy. You wouldn't consider the heat rejected through a car's radiator to be useful energy, would you?
As for the various and sundry other claims, well those are one side of the story and have no bearing on whether or not Joe Newman was able to create the first and only perpetual motion machine in the known universe.
