Teddy, a thermodynamicist would call a machine which produces more energy than it consumes a "perpetual motion machine". It's clear that Crackpot Joe is not a thermodynamicist, so it's not really relevant what he calls his device. If he didn't before, he surely knows now that the term "perpetual motion" is the kiss of death as far as the Patent Office is concerned, so I'm sure he's careful not to use those words.
As for describing what a magnetic field is and how it works, I'll leave that to the theoretical physicists. I'm an engineer, and engineers do not deal with the theoretical but rather the physical effects which can be observed. It's observable that opposite poles of a magnet attract each other and like poles repel. It's observable that the current induced in a conductor observes the right-hand rule when the conductor passes through a magnetic field. And if Joe Newman's device actually produced more power than it consumed, the NBS would have observed that as well.
