taking a guess based on personal experience here, but if the needle and seat is indeed closing the flow of fuel off [check first] i would suspect either the wrong upper gasket or a torn uppergasket allowing the fuel to get out of the float bowl thrue another passage, might check the carb kit with another new one, ive seen people buy several similer kits to get the right one then return the others they didnt need, unopened, but in the wrong box so the kit inside isnt the same as the box number says it is
