Super A flooding as soon as i turn on tank valve

I cleaned gas tank, put in carb kit (Carter UT), I have had this carb on and off at least ten times.(float was sticking, got it fixed, i can hear it move when i turn the carb upside down etc...)so i assumed i fixed it. everytime i install carb, get ready to start, i turn on tank valve by the time i get back to start tractor ( pull choke or not) i see fuel leaking out the hole in carb throat. I am so frustrated, i even let a local mechanic check it, said it was ready to go and same situation occured, please help. What am I doing wrong????
 
taking a guess based on personal experience here, but if the needle and seat is indeed closing the flow of fuel off [check first] i would suspect either the wrong upper gasket or a torn uppergasket allowing the fuel to get out of the float bowl thrue another passage, might check the carb kit with another new one, ive seen people buy several similer kits to get the right one then return the others they didnt need, unopened, but in the wrong box so the kit inside isnt the same as the box number says it is
 
Your float is out of adjustment,wrong or defective needle and/or seat,or dirt between needle & seat.Float level adjustment is pretty critical on these.

I try to use kits with a rubber(viton) tip in the needle.Seals up alot better.Napa parts stores have them.
 
The only way gas can get into the carburetor is thru the float valve seat. When the needle is seated properly no gas can get in. You can check that easy by blowing on the inlet holding the carburetor upside down after the float is set properly. It only takes a very small fine particle to hold the needle off the seat to let gas in. It also could be a bad rubber tip. Out of my first ten kits when they first came out with the rubber/plastic tip I only had two that would seal. the last coupla years they have been better but I had one bad tip last year so you can still get one that will not seal. Another thing would be the silly needle to float clip that can trip a person up. When turning the top over I have had that clip get out of place. I use them most of the time but the times I have not the float valve works fine.
 
Another very rare but potential problem is where the seat screws in and seals to the top carb. housing with a gasket. When I worked in the shop where I rebuilt carb's. frequently we had a hand pump(like on a blood pressure cuff) gauge/hose set-up so we could put a little pressure on the carb. inlet- needle/seat assy. You can check that with the carb. disassembled. Just the weight of the float upside down is enough to hold back several PSI.
 
May sound obvious, but you may want to check that your float, Floats... Float it in a tank of solvent or shake it and see if any gas has gotten in the float.

Check to be sure the vent passage for the bowl is open, not blocked by the new gasket. I've found this in the last 2 kits I put in a Farmall BN, should be the same kit. You just need to cut a new vent opening to fix it.
