In the Chicago case that you cited, its mayor Daley is trying to use that in his never ending effort to ban ALL guns in the world, except for his body guards. Everytime there is a killing by a bad guy with an unregistered and illegal handgun in Chicago, Daley's voice raises about 5 octives like Minnie Mouse and he starts with the "See, I told you so, guns need to be banned for everyone but my body guards".
Currently in anticipation of the Supreme Court ruling against Daley and Chicago exactly like they did for Washington DC, Daley is pushing for the Chicago city council to pass a law requiring anyone that has a gun must have a 1 $Million insurance policy on the gun, at a cost of about $1,200 per year. Daley may not be able to stop folks in Chicago from owning guns, but he can make it cost prohibitive to everyone but his taxpayer funded body guards. And you know who is the boss in Washington and where he's from, don't you? Don't get me going on those two...(censored).
