Like Ultradog said the PTO does not move so you must be talking about the 3 point. I just had a friend complaining of the same problem with his 3 point and it was exactly as Ultradod stated, all that was wrong was that the draft/float control lever was in the wrong position. Try moving it to the upright potition instead of the horizontal and see how it works then.
