Yes, dirty filters can also cause the problem your having but the wrong lever position is always a good thing to check first. That said, there are two filters in the "rear" housing. Both of them are accessed by pulling off the big cover that the 2 upper 3pt arms, valve body, seat, etc are attached to. First remove all of the bolts around the outer edge of the cover (the ones toward the middle hold the valve body together) Now sitting in the seat there is a tube that goes between that cover and the main part of the housing, just a few inches back from the front right hand side. Because of that tube the cover has to come straight up for about 1/2-3/4 of an inch before it can be removed otherwise you take a chance of damaging the tube if you "wedge"the cover off at an angle. This cover assembly is heavier and more awkward than one man can comfortable handle alone so make sure to have help of some type before attempting to remove it(....Ok, it can be done alone if you are feeling GOOD but why take a chance of hurting yourself or the machine...). Once you get the oil drained and the cover off you"ll need to pull the left running board and remove the PTO actuator lever/fork assembly as it is in the way of getting the pickup tube out. The pickup tube runs from the bottom of the housing on the Right side over to the left side and there is a mesh screen on the end of it that is sorta tucked back toward the rear of the tractor. It can be cleaned out and reused unless it is damaged. Just so you know it can be a royal PITA to get maueuvered out but I assure you it will come out given a little effort. Once you have he pickup screen out the return filter is located on the left side of the housing. It should have a bracket attached to it and be bolted to the side of the housing. Once out take the filter off the end and replace with a new one.
Before starting this project make sure you have the new return filter, a gasket (or a light coat of RTV) for the upper housing, O-rings for both ends of the tube I mentioned earlier that goes between the housings, and some but not all of the machines had an O-ring on the end of the pickup tube where it goes into the housing. The best thing to do is let your parts man look them up for you or if you"d like go to the New Holland site and pull up a pick of the parts for your particluar tractor. Either way this is a basic list of what you"ll want to have to put it back together.
