The ridges and grooves are what makes the front of the headlight a lens instead of just a window. If the front were flat (or smoothly curved), it wouldn't focus the light at all. This type of lens is called a "fresnel" lens. A good explanation of this type of lens is available in a PDF at: http://www.fresneltech.com/pdf/FresnelLenses.pdf
