You cannot beat a modern compact with a hydrostatic transmission for mowing with a belly mower but such machines are expensive.
As Ryan suggests, a Cub lowboy is a good alternative but you will be HP limited to a 48" mower unless you cut your grass often.
I would try to find a Ford 2000 LCG with Select-O-Speed transmission. Such machines have around 34 PTO HP, low ground clearence and multiple gears suitable for both mowing and three point tiller operation. Finally, the LCG machines, especially those equipped with the S-O-S transmission usually can be had for the price of a decent Cub lowboy.
