If it has a splined shaft, pull the starter rope and notice the direction of the flywheel. Now with lower unit off, turn prop with one hand in foward direction while turning the spline shaft with a pair of pliers till the shaft rotates in the direction the flywheel was turning. It should turn about 30 degrees or one hour of clock hands.Place shift lever on motor in foward and reassemble. If it is still stuck, you probably missed the alinement when you bolted it up and could have pushed the splined shaft into the lower unit.
