Probably never got their papers in order. Prior to 911, a lot of foriegn nationals overstayed visa"s, and went in and out of the country at will. Even people who had been expelled legally, the government never got around to actually processing the paperwork. Since 911, a lot of folks went to Canada from Detroit and found themselves SOL in Windsor. At least in Michigan, it isn"t easy to cross the border anymore. The immigration system has it"s own system of administrative law judges, seperate from the rest of the legal system. Once you are out, it would be very difficult to come back legally.
