You are correct that all employers are required to withhold taxes. But, a couple of years ago, one of my former co-workers who is hispanic, worked for a tax preparation agency during tax "season". She told us illegals would come in to get their taxes done and if they got a refund, they would file. If they owed, they just got up and walked out the door.
There are places (wish I had kept the report) where illegals have driven wages down by as much as 50%.
Illegal is illegal. I"ve thought about this a lot and I keep coming back to "the end does not justify the means".
