At one time GM had a turbo- or super-charged engine that they were going to use water-injection on to help control knock. The fluid to be injected was to be standard windshield washer fluid (the blue stuff) since it had alcohol in it to prevent freezing.

The design was shelved when someone discovered that the system would have to be plumbed in steel fuel lines. Why? Because the regulations said that fuel needed hard lines and the alcohol in the washer fluid made it qualify as fuel.

This one was reported in several car magazines.
