The "heating element" that you found likely has a screw base that fits a normal light socket. It is an element or a replacement element for what was a common bathroom heater from the 40's or earlier. They are about 500 up to 1000 watts. Those heaters had a large polished metal reflector to direct the heat - radient style - to the person in front and to heat the bath room. These elements can be dangerous if used without the proper reflector. P S I still use one of those heaters as a pump house heater and they are effective.
