I do know a guy who got a ticket for that in KY, and it was just like you said cop was mad and he had a ball in a step bumper. Story was this guy and a city cop really had not liked each other since highschool. Guys 12 year old boy got in a play ground fight with the cop's boy at school and cop's boy got a busted lip and a black eye. Next day city cop was wait'n at the edge of town and followed the guy home from work, pulled in his drive way behind him with lights on and wrote him a $25 ticket for obstructed license plate.
