Simple change of section 8 (no comments from military about section 8s) removes unspecified discretion of law enforcement to deny permiits. Change means denial of permits/licenses will have a specified reason in law that can be disputed in court- court will probably uphold reason but if the records are off can mean a permit issued for cause with less hassle. Also protects law enforcement agency from discrimination suits- reason for denial is defined by statute. Have to check with brother if he still carries .25 I sold him years back or if his wife still carries derringer. RN.
