Ford 650 running rich

I own a Ford 650 tractor, just had the engine rebuilt by a professional tractor repair shop in my town. Well, after using it just a few times I noticed it not running well under load (mowing grass). I notice the plugs are black. I checked the carburator settings...have them at initial recommended setpoints and can't seem to lean the system out. I checked the point gap and it adjusted it to .025" and now want to time it, but don't know how. Anyone know where the timing mark is? Do you time it with a timing light? Any other tips you have for me would be appreciated. Thank you in advance....
