Here's what I did. I used JB Weld to fill in all the cracks after cleaning them with alcohol. Next I sanded it down with fine sandpaper, then used a Scotchbrite pad on the entire wheel. The last step was to paint the whole thing with an interior/exterior acrylic enamel using a high-quality brush. It can't be told from new!
