Cork or Paper gasket ??

as a rule of thumb, should cork be used for oil(ie.. oil pan) and should paper be used for water(ie..thermostat housing) the reason I ask is that the oil pan on my farmall was leaking, after removal I found the gasket to be made of paper. The new one that I ordered is made of cork...
