I'm thankful my electrical co-op isn't like that. A few years ago, we had the main overload "breaker" trip up on the pole by the transformer. It happened twice, both times on a Sunday. I called and someone was there in about an hour with a tool to re-insert it from the ground. After the second time, they replaced the transformer. I was never billed a penny.
Another time I noticed a walnut in my pasture that was growing into the power lines. I called the co-op and told them where it was and that I was worried about it. I asked how much of it I would be responsible for and they laughed at me and said no, they don't charge for that. They even made a brush pile.
I feel sorry for people dealing with big power companies and phone companies for their service. Co-ops are pretty nice.
