You were at an off ramp, why did you think it was a good idea to stop on the interstate instead of taking the exit and changing drivers off the interstate? I could see if you were in the middle of Arizona and it was a hundred miles between exits, but I can't imagine someone thinking it makes sense to stop on the interstate when he's right next to an exit. Sounds to me like you were looking for trouble. On the other hand, I don't see what you have to complain about. You weren't arrested, were you? Didn't get a ticket, had no fine to pay? What's your complaint?
