The state of Virginia is the most money hungry bunch of SOBs there is.Every little town has too many cops on the payroll, the sheriffs departments have too many people and the DOT is one of the worst on the truckers there is.All these people have to justify their existence. If you call 911 5 or 6 car loads will show up even if it's a fender bender. So when in Virginia be carefull.
