The little man syndrome does sounds like a real problem. It's getting more and more prevalent with government employees. If you have a land surveyor or civil engineer close by, have them check your elevations. Find out if you are actually in the flood zone. Many times the map is only a rough estimate of the flood plain and the property can often be removed using a Letter of Map Amendment (LOMA) assuming there was a mapping error. Good luck.
