Salary IS always negotiable. Negotiable in the sense that nobody is holding a gun to your head and saying that you have to take a job at the offered salary. You can always say, "No, I can't accept the job at that pay, but I will accept it for two bucks an hour more." Of course, once you reject an offer, the employer can rescind that offer and show you the door.
My point is that you never say whether or not the pay is acceptable until the employer has actually made you a firm offer. If you go straight in and say "I'd like the job, but I want another two bucks", they'll show you the door before you get a chance to convince them how wonderful you are.
