Maybe instead of wasting time typing up a post like this, you should be on the phone to the local animal control.
I have no respect for any SOB thats to lazy or cant afford feed and so he just lets the animals starve. I also have very little respect for anyone who sees this type of abuse happening and wont make any phone calls becasue they dont want to get involved or have a bad relationship with a neighbor.
You think those animals that have to eat there own cow piles dont deserve anything better?
