I have installed a lot of hot water heaters and have never seen one with a flared connection. If it is a conventional unit with 3/4" female pipe threads for the hot and cold water connections, just go to your nearest Home Depot or equivalent store and buy the connecting kit. They come for either electric or gas installations. The kit has everything you'll need including flexible copper connections so you don't have to do a lot of cutting and fitting to line up the pipes exactly. DO NOT make the mistake of using flexible gas fittings for the water connections.
