Have seen it done before. If you get a leak you always run the hole to the top side to prevent as much loss as possible no mater what ballast you have used so you do not have to replace as much.
Washer fluid works well but do not use RV antifreeze. It is not toxic but it does freeze, it just does not expand when it freezes. Nothing like driving tires with a flat spot.
