True the rotation inerta will be less in a fluid filled tire vs. dry external weights.
I didn't consider those loads as they are insignicant conpaired to the inertia of the entire tractor plus load attached. The static loaded weight on the tire will be the same with either weight.Infact a 1/4 to 1/2 filled tire will cause extra component wear.
The compounded loading of fluid sloshing from front to back while reversing/forwarding is more than than static weight.
Fortunately that vile corossive & dangerous brew of calcuim chloride used as tire ballast is becoming less common as farmers become more informed.
