Now, I agree that the liquid has mass as does a solid but you're certainly wrong if you think that it takes the same amount of torque to turn a liquid loaded tire as it does to turn the same weight tire fitted with weights. Try spinning and reversing the direction of a pail loaded with water as opposed to one loaded with concrete. Now I don't profess to know a lot, but neither do I put down the other guy who might just know something I don't.
