Drilling a hole to stop the cracking is a logical and good ideal You might also put a snug fitting bolt through the hole(use heavy flats) and tighten it so the cast wheel won't flex as much; this may prevent further cracking. Welding is not one of my good areas; ask T-bone and the other welders about that.
