Backfire thru carb is usually an indicator of lean mixture. Double check accel pump on carb. make sure linkage is right, with engine off look in carb , move throttle lever, as soon as lever is moved, fuel should be squirting out pump nozzles(both sides). If fuel spray is erratic, pull accel pump off and check that spring is not in backwards. Should be a tapered profile spring, large dia toward carb,small dia toward cover.Poor accel pump would also contribute to hard starting.Hope this helps.
