Don, The steel rings you refer to are usually called anti-skid rings, they were installed so the tractors wouldn't just plow, or bulldoze, straight ahead when trying to turn in soft ground, before tractors had individual turning brakes. I'm old enough to remember when hard surfaced roads outside of towns in Nebraska had signs that read, "Tractors with lugs prohibited" I remember these well through the sixties, long after almost everyone was on rubber.
