Looks like a good seedbed, but around here a duck couldnt walk across it in the spring when it was time to plant.
No one plows around here. I know of one farm that has not even seen a disc in almost 20 years. The organic material is deep. The organic matter will wash away during heavy rain. I think it would be a wise decision to turn it upside down in attempt to conserve that organic matter. The farmer doesnt think so.
Folks around here are so "anti plowing" that it is difficult to even find a spot for plow day!
