Your discription is a bit cloudy but I think what you may have is a Manual steering gear that that connects to a hydraulic drag link valve assy that in turn directs flow to an assist cylinder that is frame mounted. Old 60's and 70's vintage Fords used this steering system. yours could be a veriation of this or you have a pump, valve, and slave cylinders and your not seeing all the components. Some similar systems were used with air systems on Heavy Trucks. They are not always the easiest of systems to repair.
