730 is correct, USB was designed to be plugged and unplugged without shutting off the computer.
you just want to be sure the computer isn't actively writing or reading to the device, windows includes a little icon on the right side of the task bar you can click and tell it you want to remove a usb device and it will stop it and tell you its ok to remove it. computer won't be harmed if you don't do that, but the usb device might be. mostly applies to those little usb memory stick things.
