I have a 3230 and as long as the high low gear is in neutral and the pto lever is off making the switch, it will start. Sometimes I have to move the high/low gear back and forth a couple of times too, especially if I'm in low and move it to the center. I usually have to move it to high, then back to center. Also, just because you have 12v on the battery, doesn't mean it does under load. But, it sounds like your not pulling in your solenoid in, at all. If you have a volt meter, check voltage at the small wire connection on the solenoid. If you have it there, the solenoid may be stuck, hit it a good one and get that hay out. If it continues to stick replace it. I don't know where you are located but it is very cold here in Alabama.
