We have a owned a couple of these road graders. They actually work pretty well. If I remember right the ones we had were built by a company called Adams. I have seen them in 8', 10', 12' widths. Our tractor club owns a 8'. As far as value goes I would guess $100 - $2000, more than likely your looking at $500 - $1000. Im sure someone will let you know if Im wrong. :) For what its worth, there is a picture of my 1918 Aultman Taylor 30-60 in my photo album. This tractor was used from 1930 - 1950 era over in Illinois to pull a Road Grader to build roads for the State hiway department. This is one of the main reasons the 30-60 Aultman Taylor is fairly common today and were not scrapped. They were great for pulling a road grader.
