When building an ill-fated nuclear power plant in Satsop, Washington about 30 years ago, they needed to get some zillion pound generators to the site- rather than beef up the railroad, they wanted to build a super road through the farmland, including that of Alice "Granny" Mock, an 80 year old woman who milked Jerseys, had had about 40 foster kids, everybody loved her, you get the picture. It would have completely ruined her farm.
She ended up with a petition from nearly a thousand local folks who pledged to come lay in front of the bulldozers if they tried to come on her property (me included). Sheriff's office took the official position that they would only "preserve the peace", not help clear out the folks. Their "private" position was that the Sheriff was afraid he couldn't field much of a force, as most of the deputies had signed up for the protest.
Wisely, they decided to beef up the railroad instead. Don't know if they ever actually delivered the goods, because the project ran out of money and was abandoned.
