600 is CHEAP!! It is probably just lightly stuck due to condensation formed it the engine after sitting for so long. Pour some auto tranny fluid down the spark plug holes, let sit for a week or so and then try breaking it loose by either rocking it back and forth with it in high gear or bumping it with the starter. I freed an H that had been sitting inside a metal building and became stuck, it came loose after a little soaking and pressure on the hand crank.
