I've pulled wet sleeves the way Shopguy describes and it was easy. Had tried the hammer and 2x4 bit but that didn't accomplish anything. The hardest part is making the stepped plug to go into the bottom of the sleeve. A good lathe guy can buzz that out in no time. I used about a 2 inch square bar with a hole drilled in the middle for the top piece, and a couple other pieces of square stock to hold it above the block on each end. Once the sleeve gets up about an inch or so it should then come out easily. The only thing about porta powers is, if something hangs up that's a whole bunch of load you could put into things where maybe a simple nut would go a little more cautiously.
