Reference what is a tug machine? I worked for Firestone in Memphis for 40 years. The plant in Memphis had a large machine called a tug machine. Tires from final inspection were were run through the machine. It popped the tire on a rim, filled it with air, spun the tire a few rounds, marked the bead with some marks that represented the grade and then sent it down the conveyor. The grade had to do with balance and what they called lateral and radial run out. All OE manufactures had their specs on tires they would accept. The Memphis plant closed in 1982 and plants may use some different methods now.
