I'm not familiar with the tractor... but if it's a true hydraulic shuttle I'd expect it to have an electrical type switch on the steering column. Mechanical shuttles would have an actual gear shift lever.
I suppose it is possible it has an older style reverser that is hydraulically shifted... but that is generally a more 'industrial' type of thing rather than an AG tractor.
At any rate, if it's got a manual lever of some sort, start by checking the linkages. Beyond that it's likely to be internal; possibly a busted syncro. If it's the transmission I think it is (8x8)... then a busted syncro would not be 'abnormal'. It's also not 'cheap'.
If it's an electrical type shuttle I'd start by looking at wires and fuses, then go from there.
BTW, if it is the 8x8 manual shuttle I'm thinking of, it can very much be shifted while moving. Shifted at full tilt for that matter... but that would not be healthy for the transmission.
