That only works if the pump was already in time. That does not work if someone has messed with it and it's not in time. Also does not work if the pump has been off and the engine turned a bit. Those two lines don't mean much unless the engine is where is ought to be. That's why the flwheel has degree marks on it.
You cannot determine if a pump is timed properly just by seeing those two marks in line.
