If nothing else, get it out on the road and find a good hill and hit it hard. Then keep doing it. It needs to get hot and pull. Don't necessarly lug the snot out of it... but I probably would. Babying it will do it no good.
On the other hand, if he didn't re-ring it and put all else to spec, there's probably nothing you're ever going to do to it that will ever help short of rebuilding it again.
Just because he's confident of what he did... doesn't really mean much. Many an education was bought and paid for the hard way on that road... mine included.
