Anytime (regardless if points open or closed) the Ign switch is ON there should be voltage on the coils input (NOT to distributor) terminal. Over on the coils output (to distributor) terminal, there should ONLY be voltage when the points are OPEN but zero volts when they are closed.
As Rich pointed out, you need to use an insulated object to open the poinst to be sure youre not shorting them out
