The way to do this is to put the rails on the rim, clamped just tight enough to hold them there, then take a wheel center, and bolt all the rail clamps to it, and slide it all the way down, and clamp the eccentric bolt. Then take another center, and do the same thing on the other side of the rim. When both are clamped down tight, tack the rails in place, remove 1 of the centers, loosen the other 1 and see if the center slides along the rails as it should. Be sure not to loose the rail riders that the tightening down clamps have, you'll never get them tight, without the rail rider.
