My approach would be to start mowing the weeds/grass as soon as weather permits. It is permissible to mow but not save the CRP crop. I would have the area mowed very short and the residue rotted by the time I wanted to plant the brome. About 10 to 14 days before I was going to plant, I would apply Roundup. As for planting the brome, some varieties are difficult to plant with some seed drills. I suggest that you contact someone or the extension department in your area about sod drilling capability for this crop. With some experimenting, you should be able to sod drill. If seed feeding is a problem you may have to drill it twice to ensure getting adequate seed planted.
