I used to work in the mailroom at Anthem BC&BS, I can tell you that the price you saw for shipping is not what businesses pay. In return for most of our business UPS gave us a large discount. We would sometimes have 3 carts stacked high with packages and envelopes waiting for the UPS driver, he would be in and out in just a few minutes. It would have taken hours for him to pickup that much from residences and small businesses. So their cost is much lower when shipping for larger businesses.
Of course, there were times when our driver delivered almost half the truck onto our dock. 10 to 15 minutes at our office and the rest of the day to deliver the rest of the truck. We were cheaper to deliver to also because of the volume.
I know it seems stupid when you get a large box with a small item inside, but there is a method to the madness. Unless the box is too large, all sizes of 1 pound boxes cost the same to ship. So the shipping companies only use a few sizes of boxes. They have fewer sizes of boxes to stock, so they get better prices when they order boxes. So it actually is cost effective for the shipper. Also the more sizes of boxes the more space required for the people doing the packing, since they have to easily get to their supplies.
